It is a legacy feature and is not available on new @his.com/hers.com email accounts.

The web space at www.his.com/~ is a personal storage and web space one can use to post files and make them available on the internet.

These accounts only support static HTML files.
One can store up to 1 GB of files in these personal web space accounts.
